HDC Leadership Reshuffle: Mauroof Jameel Resigns, Ali Zuhair Appointed New Managing Director

Mohamed Mauroof Jameel has resigned from his post as Managing Director of the Housing Development Corporation (HDC) yesterday, just six months after taking over the role. His resignation was followed today by that of Deputy Managing Director Fayaz Mansoor.
The government has appointed Brigadier General (Retd) Ali Zuhair as the new Managing Director of HDC. Zuhair, who previously led the Road Development Corporation (RDC), met with the HDC team today to share his vision and align key priorities for the corporation.
The Privatisation and Corporatisation Board removed Zuhair from his position at RDC yesterday and reassigned him to HDC. Ibrahim Nazeem, currently serving as a State Minister at the Ministry of Construction, Housing and Infrastructure, has been appointed as the new Managing Director of RDC.
Mauroof’s resignation comes amid an ongoing investigation into a high-profile corruption case involving the allocation of land and housing in Hulhumalé. The police and Anti-Corruption Commission are investigating leaked documents that suggest land plots under the ‘Binveriya’ housing scheme were awarded to individuals not on the official recipient list. Among the names was the brother of former HDC Managing Director Ibrahim Fazul Rasheed, who was later removed from his post at the Malé Water and Sewerage Company.
Mauroof had previously indicated his intention to retire in August and shared his plans with senior HDC officials earlier this month. In public statements, he noted that his return to the post in December 2024 was never intended to be long-term but aimed at achieving specific goals following the dismissal of his predecessor. However, reports suggest that the Privatisation and Corporatisation Board (PCB) requested his resignation, indicating a broader leadership reshuffle among state-owned enterprises.
Despite stepping down, Mauroof has expressed interest in continuing to contribute to the development of Hulhumalé in an advisory capacity. A seasoned figure in urban planning and architectural heritage, he previously held senior roles at the Housing Development Finance Corporation and led the Hulhumalé Development Unit prior to HDC’s establishment.
