Public Complaints Open on ECM’s Provisional Constituency Report

The Elections Commission of Maldives (ECM) has released the provisional report of electoral constituencies for the Local Council Elections scheduled for 4 April 2026, opening the report for public complaints until next Monday.

The ECM stated that complaints must be submitted in writing, either directly to the commission’s office or via email, and must include a copy of the complainant’s ID card. The ECM Call Centre, reachable on 1414, is available for assistance daily except Friday from 9:00am to 3:00pm, and on Friday from 3:00pm to 5:00pm.

A total of 226 constituencies will elect councillors and Women’s Development Committee (WDC) members in the upcoming polls. The elections will be held under recently amended provisions of the Decentralisation Act, which introduce population-based changes to island council representation.

Under the new framework, islands with fewer than 2,000 residents will elect three councillors. ECM’s provisional report shows that 133 islands fall into this category, requiring the election of 399 councillors and an equal number of WDC members. One of the three seats is reserved for women, although women may contest the remaining seats.

Meanwhile, 46 islands with populations of 2,000 or more will elect five councillors each, amounting to 230 councillors and 230 WDC members. For these islands, the female quota remains at two seats, as previously mandated.

Compared with the old framework, the new system will reduce the total number of members elected for both local councils and WDCs. Previously, 982 local council members and 930 WDC members were to be elected. Under the new population-based framework, 629 councillors and 629 WDC members will be elected. This represents a decrease of 353 local council members and 301 WDC members.

The ECM plans to finalise constituency demarcations after reviewing and addressing all feedback received during the complaint period.
