The Veshifahi Malé Programme was launched on 10 November 2010 by the Malé Municipality as part of efforts to address housing shortages and ease congestion in the capital. The programme aimed to coordinate the development of Malé, Vilimalé, Gulhifalhu, Thilafushi, Hulhumalé and Velana International Airport, while providing affordable housing for families in need. It included plans to develop housing units and plots in Malé and Hulhumalé.
