Gov’t Announces New Policy for Student and Elderly Prayer Leaders in Maldives

The Ministry of Islamic Affairs has introduced a policy change allowing students from grade six onwards, as well as individuals over the age of 65, to receive temporary permits to lead Friday and eclipse prayers in the Maldives under special circumstances.

According to the policy, published yesterday, students in grade six or higher and those over 65 can obtain temporary permits if there is no one available to lead the prayers. These permits, which cannot exceed six months in duration, will be issued when relevant authorities apply for them.

Additionally, a one-month temporary permit may be granted if an existing permit holder falls ill. However, individuals over 65 must be physically fit to qualify for these permits.

The policy also provides for students in grade six or higher to receive permits as part of their training to recite the Quran fluently and learn the rules of prayer. Students between grades 10 and 12, or minors below 18 who have completed their schooling, must score above 75 percent in an oral exam to receive a permit. 

Alternatively, they can complete the Khatib course, achieving at least ten percent marks allocated for the training, or hold a secondary or higher secondary level certificate in an Imam course.

Permits to lead prayers at the King Salman Mosque, however, will require at least a degree-level certificate in a religious discipline.

Exams for applicants residing in Malé will be conducted directly by the Islamic Ministry. Those living on the islands will need to attend their local council offices to take either an online exam or one administered in a format determined by the Ministry. If an applicant fails, they can retake the exam once more within a three-month period.

Permit holders will be included in a pool of Imams, coordinated by local councils and the Islamic Ministry.
