Regulation Amended to Allow Replacement Vehicle Registration

The Ministry of Transport has amended the regulation governing the registration of land-based motor vehicles to allow businesses to register a new vehicle as a replacement for a previously used one.

Under the previous regulation, motor vehicles with more than two wheels to be registered only after submitting documents including a letter from a garage owner confirming no objection to the vehicle being kept there, a copy of the garage owner’s ID, and proof that the garage was officially registered.

The eighth amendment introduces a new sub-clause, (r)(1), under Article 4 of the registration section. This allows Small and Medium Enterprises (SMEs) to register a vehicle with more than two wheels in the business’s name to replace another vehicle used for the company’s own purposes without submitting the usual garage documents.

Registration under this provision is permitted only after the previously used vehicle has been scrapped. If the new vehicle is to be registered in the same zone as the scrapped vehicle, certain conditions must be met. These include submitting proof that the previous vehicle has been scrapped, ensuring the vehicle was registered for the business’s own use and actively used until scrapping, and confirming that annual fees for the scrapped vehicle were paid consistently over the past five years.

Previously, vehicle registration required submission of all supporting documents, including proof of importation, payment of import duties where applicable, applicant identification, a roadworthiness report, and other specified documents. The amendment provides SMEs with a streamlined process for replacing vehicles while maintaining regulatory compliance.
