HRCM Urges Responsible Conduct as Youth-led Protest in Malé Continues

The Human Rights Commission of the Maldives (HRCM) has called for restraint and responsible conduct from all parties involved in the ongoing youth-led protest in Malé, which the commission has been monitoring since 23rd April 2025.

This statement was issued by the commission in a press release yesterday, highlighting the constitutional right to freedom of assembly under Article 32 of the Constitution of the Republic of the Maldives and the International Covenant on Civil and Political Rights (ICCPR), to which the Maldives is a party.

While welcoming the public’s active engagement in peaceful demonstrations, particularly the involvement of young people, the HRCM stressed the importance of exercising this right without infringing upon the rights of others. It further noted that peaceful assembly is a vital component of a stable society.

In its statement, the commission urged demonstrators to ensure that gatherings do not disrupt commuters, pedestrians, residents, or nearby businesses. A specific appeal was made in light of the ongoing GCE O Level examination period, encouraging participants to avoid loud disturbances in public areas.

The HRCM also called on the public to uphold general social standards during demonstrations and requested that such activities be carried out within the framework of freedom of expression.

Addressing the role of law enforcement, the commission urged the Maldives Police Service to manage the situation within the confines of the law and to adhere to proper procedures when dispersing crowds. It also emphasised the importance of peaceful dispersal and encouraged both demonstrators and security forces to refrain from engaging in actions prohibited under the Assembly Act.
